The e-sabong industry is largely illegal in the Philippines, and a number of legislative measures have been introduced to curb it. In 2019, House Bill 8910 was passed unanimously to outlaw online sabong and sabong off-track betting in the country.

There is no doubt that e-sabong has brought a lot of positive changes to the Philippines, but it is not without its negative consequences. It has contributed to a host of social problems, including a spree of abductions and crippling debt. It has also led to the death of some of its most prominent advocates, including one man who was a former sabong champion.

This is why a regulated sabong market will need to be established in order for it to be safe and enjoyable for all. The Philippine Amusement and Gaming Corporation (PAGCOR), which oversees sabong in the Philippines, has made it clear that only a few companies are allowed to operate as e-Sabong providers.

A few of these licensed sabong providers include Lucky 8 Starquest and Belvedere Corp. These firms have met strict requirements and have a performance bond of Php 75 million in order to receive their sabong license.

Until recently, sabong was a very popular pastime for Filipinos. In fact, sabong has been part of the Philippines’ culture for so long that sabong tournaments outside of the islands are often referred to as “cockfighting festivals.”

But in 2022, President Rodrigo Duterte banned all e-Sabong games and sites in the country. He did this after conducting a review of the impact of e-Sabong on the Philippines’ population. He was unable to ignore the growing concern over this new form of gambling, which had caused widespread financial and social distress.

The ban was implemented in response to a report that was commissioned by the Philippine Department of Interior and Local Government. The report argued that e-Sabong had a significant social impact, and was causing families to be torn apart and crippling debt to accumulate.
