Yes, if you want to block email in Outlook permanently then here are the steps that you have to follow carefully: 

Login your account and go to email section

Then click on menu bar and select block>> block sender

Then click on Ok

That's it.

The message that you have selected is blocked and the sender will not be able to send the emails again.
