As usual I will give you the settings that I used to create my text. I'm using PSP8 so your settings/menus may be different than mine.
I set my text to size 90. I adjusted the kerning=-50 to bring the letters closer together.
For the text fill, I used a gradient by Ingerlise which you can view
here (it's the first one on the page). The download link doesn't work anymore, but I have the gradient that I can share if anyone is interested. The gradient settings that I used are: linear, angle=146, repeats=2, invert.
These gradient settings fill the text nicely but I wanted the gradient to be applied to each letter, so I had to convert my text to curves (Objects > Convert Text to Curves > As Character Shapes).
I created a white outline around my text by duplicating the text, moving the layer down below the text and editing the properties (fgcolor=white, bgcolor=white, stroke=5). I selected this white layer for adding a drop shadow (2,2,25,2,black).
I glassed the text layer using SuperBladePro and Meadow's Studio
Just Glass (Coconut Ice) Preset. This preset is one of my most favorites, and I use it for so many of my text tags.
The text looked a little blah, so I added a layer above the text for a stroke=1, color=
#C0C0C0. I set the blend mode to multiply to give the text edges more visual definition.
I glitzed the text with PSP noise (gaussian, 25). I used colored noise because it brings out the colors of the gradient more than monochrome noise.
